Core Responsibilities 
The duties and responsibilities described below are the essential functions of the job and are not intended to be all inclusive for this position.
  
Direct the construction, maintenance, and operation of aerial and underground fiber infrastructure, ensuring compliance with RUS, NESC, and other applicable regulations. 
Maintain a consistent field presence to oversee construction activities, mentor crews, and ensure adherence to safety and quality standards. 
Perform routine field inspections to validate workmanship, enforce standards, and reduce rework. 
Coordinate joint-use activities to facilitate timely construction and system integrity. 
Forecast and manage materials (fiber, conduit, vaults, hardware) to support efficient construction. 
Develop and lead an internal construction program capable of performing drops, maintenance, and select mainline construction. 
Define crew structure, training, tooling, and performance expectations for in-house teams. 
Improve internal crew productivity, quality, and cost-effectiveness relative to contractors.
Assist in development and administration of service contracts for construction, maintenance, and other activities as needed.
Manage contractors to ensure performance meets Cooperative standards for safety, production, and quality. 
Establish and enforce Quality Assurance/Quality Control standards, including field inspections and construction acceptance practices. 
Manage capital and operating budgets, monitor unit costs, and approve contractor invoices within delegated authority. 
Track and improve key performance metrics including cost per mile, production rates, and restoration timelines. 
Implement preventative maintenance practices including inspections and testing to maintain network reliability. 
Lead outage response and restoration efforts, including after-hours and storm events. 
Coordinate with internal teams and stakeholders to resolve construction and service issues efficiently. 
Provide clear, timely communication regarding project status, risks, and performance. 
Enforce Cooperative safety policies and ensure compliance with all applicable standards.

Reports to the President of Fiber & Technology 
Work requires a high degree of responsibility for information, technology and/or equipment. 
Position has formal supervisory responsibility for the work of others. 

Job Qualifications:
Qualifications

Specific requirements and competencies include: 

Solid Educational Background - Bachelor's degree in Electrical Engineering, Telecommunications, or related field preferred with at least 7 years of progressive experience in fiber, utility, or construction operations including leadership of field crews and contractors. 
Strong preference for candidates with hands-on field construction, fiber splicing, or lineman experience.
Strong knowledge of fiber-optic construction, splicing, testing, and acceptance practices. 
Working knowledge of NESC, RUS, NEC, and applicable safety and regulatory standards. 
Experience with GIS, construction tracking tools, and Microsoft 365. 
Proven ability to lead field operations, improve productivity, and enforce quality standards. 
Strong problem-solving skills with the ability to make decisions in dynamic field environments. 
Effective communication with both field personnel and leadership.
Must have and maintain a valid Oklahoma driver’s license.

Work Environment 
Combination of office and field work, with significant time spent in outdoor construction environments and travel throughout the service territory.
 
Work Hazards 
Some driving is required, temperatures, uneven terrain, distractions, etc. Occasional exposure to minor accident hazards.
